Approaches to the External Directing of the International Migration Processes Identifying

The study worked out the ways to identify the external directing of the international migration processes by the foreign policy actor that is interested in the migration use as a means of the destructive influence on the certain country or region. The fact that the external actor can be interested in using the migration processes in order to solve the internal problems or to achieve the foreign policy goals including the aggressive ones was substantiated. As for the latter the migration can be influenced and used as a means of the destabilization of the certain country or region. Given that the actor influences and uses the migration in a hidden way the identification of the interested actor’s involvement in the migration processes directing can be done by the determination of the foreign policy actors that have the problems that can be solved or goals that can be achieved due to the migration. Then the international migration processes should be analyzed in order to find if their characteristics correspond the ones migration must have for the foreign policy actor’s determined problems to be solved or its foreign policy goals to be achieved. For this to be done the article contains the sets of the international migration indicators developed by the author, including the ones that identify the dynamics of the level of horizontal inequality level between migrants and locals and the dynamics of the migration conflictogenity level. Besides the signs of the actor’s direct involvement were worked out. Analyzing the actor’s current problems or expected goals, international migration features, the dynamics of the conflictogenity level and the signs of the actor’s involvement the threat of the use of migration as a means of hybrid destructive actions against the certain state or region can be predicted and prevented.
