Концептуалізація змісту поняття «громадське здоров’я» як предмету державної політики в сучасній політичній науці

Анотація

У статті досліджено процес концептуалізації визначення змісту поняття громадське здоров’я як предмету державної політики. Доведено, що політична наука обґрунтовує можливість здійснення державної політики громадського здоров’я як на принципах лібертаріанства, так і на принципах патерналізму, які пропонують власні моделі пояснення природи, меж та легітимності дій політиків та функцій політичних інститутів щодо обмеження свободи та відповідальності індивідів та груп в дотриманні ними власних інтересів. Обґрунтовано, що тенденція до створення взаємовиключних альтернативних моделей громадського здоров’я (лібертаріанська чи патерналістська) є хибним шляхом в пошуку балансу між інтересами людини та держави. Встановлено, що важливою частиною концептуалізації поняття громадське здоров’я є проблематизація інституційної та функціональної спроможності системи громадського здоров’я як сукупності стійких політик, організаційних структур та ресурсів, здатних відтворювати його належний рівень в умовах національної держави чи об’єднання держав, що реалізують спільну політику у цій сфері. В процесі визначення дослідницького потенціалу безпекового виміру концепту громадського здоров’я було встановлено, що спільним для більшості критичних досліджень безпеки є розуміння політики як процесу конкуренції за зміст та виміри безпеки, тобто громадське здоров’я може бути предметом політики, але не належати до поля безпеки.
