Порівняльний аналіз цифрових інструментів посилення демократії в країнах Вишеградської групи

У статті здійснений поріняльний аналіз цифрових інструментів посилення демократії в країнах Вишеградської групи. Встановлено, що в країнах Вишеградської четвірки використання цифрових інструментів демократії має спільні риси, проте різниться за політико-інституційною логікою. У Чехії цифрові сервіси участі розвиваються як продовження інклюзивної державної політики, орієнтованої на довгострокове нарощування компетентностей і довіри. У Польщі цифрова політична участь інтенсивно еволюціонує на тлі політичної конкуренції та медійної поляризації. В Угорщині цифрові канали участі використовуються в умовах концентрації влади й стратегічного контролю над інформаційними потоками. У Словаччині цифрова політична участь просувається нерівномірно, із зусиллями з боку держави та громадянського суспільства щодо розширення доступу й підвищення стійкості до дезінформації. Якість цифрової демократії у Вишеграді визначається наявністю цифрових платформ, конфігурацією політичного режиму, довірою до інституцій і структурою людського капіталу. Якщо інституційні гарантії, освітні інвестиції та відкритість комунікації поєднуються, цифрові інструменти стають реальним каналом включення і контролю. Тоді ж, якщо є політичні бар’єри, поляризація або слабка компетентнісна база, вони залишаються потенціалом розвитку традиційних форм політики.
