Поширення політичних ідеологій в Україну під час війни: як використовувати попередні підходи у нових умовах?

Анотація

У статті досліджується поширення ідеологічних важелів з боку провідних західних держав і інтеграційних об’єднань та РФ й її союзників щодо України під час загострення Української кризи. Перехід у режим повномасштабного збройного конфлікту робить геополітичну боротьбу за Україну між цими двома колективними гравцями ще більш концептуальною і фундаментальною з точки зору перспектив її розвитку і завершення. Головним питанням, яке виноситься у дослідженні є: чи доцільно використовувати попередні підходи до поширення ідеологічних цінностей щодо України в умовах повноцінної війни. Це проблема справедлива як для західних концепцій поширення ліберальних цінностей, так і російських ідеологічних наративів. Головна гіпотеза полягає у тому, що зовнішнє поширення ідеологічних цінностей може бути неефективним в умовах внутрішньополітичної кризи у країні-реципієнті, яка викликана повномасштабним військовим конфліктом. Українську кризу 2013-2022 рр. ми розглядаємо як вагомий мотивуючий фактор, який дозволяв зовнішнім гравцям активніше поширювати власні ідеологічні цінності щодо України, натомість умови для експорту ідеологічних наративів із початком повномасштабного військового конфлікту 2022-2023 рр. виявилися не сприятливими. Це справедливо для обидвох протиборчих сторін у війні в Україні. Стаття складається з двох частин: у першій частині досліджуються ресурси поширення демократії щодо України під час розвитку Української кризи 2013-2022 рр. і повномасштабного військового конфлікту 2022-2023 рр. Друга частина спрямована на визначення російських ідеологічних ресурсів, які були задіяні у вищезазначений час, і виступають в якості концептуального оформлення зовнішньополітичної стратегії російської держави на пострадянському просторі. Підсумовується, що попередні підходи щодо поширення ідеологічних впливів втрачають свою ефективність в умовах повномасштабної війни, оскільки цілком справедливо, що «м’які» інструменти поступаються «жорстким» у питанні геополітичної боротьби за Україну.
