The Formation of Government Bodies of Ukrainian SSR Under the Influence of the RKP(b) in 1919–1924

Abstract

The purpose of the article is to clarify the peculiarities of the formation of the authorities of the UkSSR (the Ukrainian Soviet Socialist Republic) under the influence of the RCP(b). The research methodology is based on a combination of general scientific methods with special scientific methods with the principles of scientificity, historicism and objectivity. The scientific novelty of the work lies in the fact that using the above-mentioned methods in combination with scientific principles, the authors analyze the cause and consequences of the influence of the RCP(b) on the formation of authorities of the UkSSR. Conclusions. It was found that the process of formation of Ukrainian authorities took place through the legitimate adoption of the normative and legislative framework of the RSFSR (the Constitution of the RSFSR, directives of the RCP(b), resolutions and decisions of the Plenums of the Central Committee of the RCP(b)). The functioning of the Central Committee of the CP(b)U was fully accountable and controlled by the Central Committee of the RCP(b); any acceptance and/or dismissal of a civil servant or party figure in the UkSSR took place with the agreement of the Central Committee of the RCP(b). The main means of influence of the RCP(b) on the formation of the authorities of the UkSSR were the policy of transfer, joining of parties and purges in their environment. The RCP(b) felt a shortage of loyal communists on the territory of the UkSSR, so the use of the above-mentioned political manipulations made it possible to quickly establish control over the administration of the Ukrainian Republic. Thus, the implementation of the transfer policy ensured the legal transfer of communists from the RSFSR to the territory of the UkSSR and the eviction of Ukrainian cadres outside their native country, where they were not so dangerous for the party, because Ukrainian communists were not successful among the pro-Russian population; the process of non-communist parties joining the CP(b)U and subsequent purges among its members was purposefully supported by the RCP(b), because at the end of the 1919`s the communist party was still fighting for power and influence on the territory of the UkSSR and needed to have loyal to communist rule.
