Transformation of Foreign Policy Component of Germany’s Coalition Agreements for 2005-2023

Abstract

Globalization, having deeply covered foreign policy processes, contributed to the emergence of interconnectedness between various international actors after the end of the Cold War and created prerequisites for strengthening their political interaction. At the beginning of the XXI century, Germany actively began to implement the strategy of developing the country’s economic potential, using the available political and economic instruments. The article identifies the peculiarities of the foreign policy component of Germany’s coalition agreements during the chancellorship of A. Merkel and O. Scholz, since the studied coalition agreements of Germany had a significant impact on the formation of the state’s modern foreign policy. As a result of the analysis of Germany’s coalition agreements, the main directions of the state’s foreign policy course have been determined, which focused on economic and foreign trade activities, the formation, and implementation of security and peace policy in Europe, as well as Germany’s participation in the processes of restoring peace in Ukraine. It is substantiated that directly after the grand coalition headed by A. Merkel came to power in 2005, the continuity of the state’s domestic and foreign policy course was confirmed. The stabilization of the domestic political situation and the improvement of the country’s economic well-being were identified among the directions of development. In view of the change in the European security situation, a partial transformation of German foreign policy took place regarding the condemnation of the Russian occupation of Ukraine’s regions in 2014. During the chancellorship of O. Scholz, a review of the level of political, security, economic, and energy cooperation with Russia took place after starting a full-scale war against Ukraine. The German government has declared its full support for Ukraine in restoring its territorial integrity and sovereignty and providing the necessary resources.
