Abstract

The article examines the key instruments for implementing Ukrainian–Romanian cross-border cooperation in the context of European integration and contemporary regional challenges. This author investigates the key instruments underpinning Ukrainian–Romanian cross–border cooperation. Such cooperation involves a wide range of mechanisms, including the European Neighbourhood Instrument, euroregions, specialised programmes, bilateral agreements, and project–based initiatives. These instruments primarily aim to enhance cross–border interaction by strengthening cultural linkages, promoting economic development, and fostering joint solutions to shared challenges. The overarching objective is to support the integration of border regions into a coherent economic space and to facilitate the development of coordinated strategies.

The article also explores the impact of external factors, including security challenges on the priorities and effectiveness of cross-border cooperation. Based on a systematic analysis of current practices, the study identifies existing obstacles to implementation and outlines prospects for improving coordination, sustainability, and institutional capacity within Ukrainian–Romanian cross-border cooperation frameworks.

The evolution of cross–border cooperation between Ukraine and Romania may be traced through three generations of strategic programmes. The 2007–2013 period featured the Ukraine–Romania–Moldova Cross–Border Cooperation Programme, the Hungary–Slovakia–Romania–Ukraine ENPI CBC Programme, and the Romania–Ukraine–Republic of Moldova ENPI CBC Programme. In 2014–2020, cooperation was implemented through ENI instruments, including the «Hungary–Slovakia–Romania–Ukraine» Programme, the «Black Sea Basin Joint Operational Programme 2014–2020», and the EU Joint Operational Programme Romania–Ukraine 2014–2020. For 2021–2027, cooperation continues within the framework of the Interreg NEXT Romania–Ukraine Programme and Interreg NEXT «Hungary–Slovakia–Romania–Ukraine» Programme. These initiatives have enabled the implementation of infrastructural, cultural, educational, environmental, and other types of projects. Notably, despite the challenges posed by Russiaʼs war against Ukraine, cross–border programmes and project activities have continued.
