Abstract

After the Revolution of Dignity, international communication activities were implemented in Ukraine on the conceptual basis of strategic communications. Not least, the need for this was caused by Russian military aggression, which required the adaptation of the state’s information policy to these realities. The article, which aims to study the place of strategic communications in the practice of public diplomacy of Ukraine, analyses regulatory documents in this area and traces how the relevant activities were implemented in the form of the creation of specialized institutions. It was proved that over the past decade, public diplomacy has been confidently integrated into Ukrainian foreign policy practice. The concept of strategic state communications, introduced somewhat later, integrated public diplomacy as a separate element. This happened both at the normative and institutional levels.

The interpretation of strategic communications is fully correlated with Western (in particular, American) visions and approaches, and the invariance of the interpretation in various doctrinal documents indicates the constancy of the understanding of this concept, in particular, in the foreign policy and military spheres. Public diplomacy at the institutional level was implemented in the activities of the Foreign Ministry of Ukraine in 2015 in the form of the creation of a special department. In 2021, the Public Diplomacy Strategy of the Ministry of Foreign Affairs of Ukraine 2021-2025 was adopted, the provisions of which are relevant to current challenges and correspond to the logic of strategic communications. The outlines of Ukraine's strategic communications system were defined by the Information Security Doctrine of Ukraine in 2017. This system includes, in particular, the Ministry of Foreign Affairs of Ukraine and the Ministry of Information Policy of Ukraine (now its functions are transferred to the State Committee of Ukraine for Television and Radio Broadcasting).
