Останні тенденції інтеграції країн Центральної та Східної Європи у світове господарство збільшують потребу в регіональній спеціалізації та затвердження на ринках шляхом конкурентних переваг на основі інновацій, передачі знань та раціонального використання ресурсів. Одним із способів задоволення цих потреб є створення кластерів. Цей документ присвячений вивченню принципів та механізмів організації кластера та спрямований на розробку алгоритму створення та розробки функціонального кластеру. Використовуючи логічний метод міркування, бібліографічні дослідження та непрямі спостереження, ми розробили механізм створення кластерної організації, що базується на трьох основних етапах: підготовці, ініціації та розвитку. Знання та ефективна реалізація цього алгоритму можуть допомогти створити мережу інноваційних кластерів, здатних принести регіональні економічні вигоди. Механізм, запропонований у цьому документі, може бути використаний для просування кластерних ініціатив у всіх країнах Центральної та Східної Європи, включаючи Молдові, Україну та Румунію.
