Динаміка розвитку політичних режимів у рамках різних типів напівпрезиденталізму: порівняльний аналіз на прикладі країн Європи

Анотація

У статті на прикладі країн Європи продемонстровано й обґрунтовано, що напівпрезиденталізм не доцільно трактувати як гомогенну й однорідну систему правління, причому ні теоретично, ні практично, в тому числі за параметрами її зіставлення з типами і динамікою розвитку різних політичних режимів, зокрема демократичних, гібридних й автократичних. Адже різні типи напівпрезиденталізму (в тому числі у рамках різної логіки його класифікації) зумовлюють різні (то спільні, то відмінні) наслідки, ризики і перспективи цієї системи правління. В підсумку доведено, що напівпрезиденталізм завжди потрібно пояснювати з огляду на характерну для нього гетерогенність типів, які і теоретично, і емпірично зумовлюють різні політичні ефекти. З цього слідує, що напівпрезиденталізм можна розглядати і як узагальнену категорію та залежну змінну, і як масив різних опцій інституційної та політичної практики, які як незалежні аналітичні індикатори по-різному виявляються в тих чи інших типах і динаміці політичних режимів.
