The Postcolonial Dimension of Ukraine’s Public Diplomacy: Reattribution of Cultural Agency and Decolonization of Identity

Abstract

This article explores the postcolonial dimension of Ukraine’s public diplomacy in the context of restoring the country’s cultural and historical agency amid the ongoing full-scale war initiated by the Russian Federation. It examines contemporary practices of cultural heritage reattribution, decolonization of historical narratives, and the construction of Ukraine’s international cultural image, highlighting the strategic role of public diplomacy in shaping global perceptions of the state. The study pays particular attention to institutional initiatives, including the «Global Coalition of Ukrainian Studies» and the «Orlyk Residence» project, which aim to integrate Ukrainian scholarship into the international academic discourse, strengthen expert networks, and promote the country’s cultural presence worldwide. Furthermore, international cases of public diplomacy are analyzed as mechanisms to counteract postcolonial distortions and imperial misrepresentations of Ukrainian history and culture. The article demonstrates how these practices contribute to the proactive formation of authentic historical and cultural narratives, enhance the visibility of Ukrainian achievements, and support the consolidation of cultural and historical memory. By systematizing these experiences, the study underscores the need for a comprehensive state strategy that combines institutional, academic, and communicative tools to proactively reattribute cultural heritage, produce contemporary cultural content, and solidify Ukraine’s international image. The findings highlight the importance of public diplomacy as a critical instrument for strengthening Ukraine’s postcolonial identity, reinforcing its cultural sovereignty, and projecting an independent and credible national narrative on the global stage.
